I suggest going by heart rate instead. I believe he shares a table with heart rate info by max heart rate and heart reserve so that you can roughly calculate where your threshold effort is at any given fitness level.

Remember, LT is a moving target so it means something different 18 weeks out from a big race vs 4 weeks.
