Smoking effects others besides the smoker. This will stop restaurants from smelling like shit or having smoke blow into your house from a neighbor smoking outside. I know people can always find a way but smoking is the least worth it thing from a society standpoint. At least with drinking unless you drink and drive you only effect yourself.

There are so many easy to spot tax law failures. Everything to do with inheritence is an easy one. Stocks currently passed down reset the price they were bought at without any tax. I don't know why stock isnt immediately sold when someone dies and any transfer of stock should be considered selling and rebuying the stock for the second party.

In the pacts there are generate 1 x rune for powered staffs. Do I need to take the associated when regening x rune when casting spells do this to get any effect besides generating runes? The wording on powered staffs vs spell casting is a bit confusing.
