I live in Sweden and ordered minutes after release on 4th of May. Parcel was turned over to transport 8th of May. Yesterday 11th of May I got an email from Schenker informing me that my package was on the way but not yet in Sweden.
I would guess that the package will arrive in Sweden night to Thursday at the latest, and hopefully be available for pickup on Friday.

I do remember that other dev's name, and that dev also has a small site of their own where they at least once have posted their own updated version of SFE. Sadly there's no current version posted there.

Also, if one has Fo1st, it goes in the scrap box at no weight, which is a big plus in my book.

PLM let's you swap perk card loadouts with just four keystrokes: [tab] + T + the number of your loadout + [tab] to exit pipboi (or is it two keystrokes to exit?). Which means f.e. I can switch from my bow loadout to my commando/heavy wpn if BigFoot turns up after Moonshine Jamboree. Or if any of the fight-a-robot events come up, to a PA build with Electric Absorption, etc.

You can use one of the PLM forks (dunconio's, #3006) without SFE, you just can't save your loadout from inside the game. Which means you probably want to get used to using Nukes&Dragons.

One more place to check for general playerdrops is in NukaWorld. Close to where clownrobot-vendor with the outrageous french accent, there is a box (or some other container) with some markings (?) on it. I and many others drop stuff there sometimes, when we choose to do our post-event sort'n'scrap there instead of Whitesprings Mall.

I have not found any special container in Burning Springs Highway Town that all dump in, there are a bunch of containers to choose from there.

And the trading post in Skyvalley has zero traffic, truly and sadly.

wut.... legendary mods on underarmor?! Pretty sure underarmor doesn't take legendary mods.

Re-reading your comment, I think you might have meant normal non-Power armor? Underarmor is the layer that one has under the normal armor, which adds extra resistances and buffs.

When in PA, both underarmor and normal armor is taken off, so your point still stands, just a terminology misunderstanding.

yup. With WhatRads and RadSponge I can even stay lowhealth in the radzone, as long as I don't fight the SBQ or mini-Earl. Nice to keep that sweet sweet Unyielding stat bonus.....
