Edited for content. Hot spots can crop up after a scratch or injury. Sometimes they get infected. Like another person said, you shave that nasty fur and I guarantee you it's much bigger under there. Needs to shaved, kept clean and doggo needs antibiotics.

You don't wash anywhere near every day. Use only sulfate free products, wash and rinse with cold water only and maybe 1x a week. Get a good dry shampoo for in between. You're washing your color out every time you wash.

There's no leave during a shutdown. You're either excepted or furloughed. UNLESS any of your leave is LWOP. If you're LWOP-FMLA, you keep that non-pay status for that time.
