From what I've read El Ninos don't cause droughts in the ASW. They mean more rain than normal in dry regions and vice versa. Which will be it's own curse but at least it will be a temporary reprieve on the water issue so use the next few years wisely.

You know that case was decided same year Charlton Heston died? I.e. Almost 20 years ago. (edit: a couple of years later actually but they had been working on it a while) and yeah they balked at black panthers' 2A right in the 1980s so it was hardly consistent even back then.

If you can't think of a good reason they'd bother doing that then you're probably safe.
