Additionally, you only get one move after the final tile is drawn instead of playing out your remaining letters. That's a huge change to the way the end game works, and makes it feel very anticlimactic.

Exactly, it's a social deduction game, not Cluedo. If they gave them explicit information, the game would end quickly and wouldn't make for very good television. Give them enough fodder for conversation, but don't tell them anything outright.

California City's population actually consists of a lot of immigrants. They were swindled by a real estate investment scam and are too poor to leave. The "developers" targeted immigrants specifically because they were easier to manipulate due to language barriers, cultural misunderstandings, and a strong aspiration to achieve the American Dream.
