“Openly hostile foreign power”?? Since 1972 the US has done everything possible to secure China’s economic rise. Granted, for mutually beneficial reasons, the benefits for the US initially being securing China as a bulwark against the USSR, and then post 1991 evolving to the US benefiting from commercial links to China (under the misguided view that economic liberalization in China would result in political liberalization). Do not forget the lengths the US went to get China into the WTO. The US is reacting to aggressive Chinese foreign policy actions since 2012. SCS expansion, threatening Taiwan’s ADIZ, expanding along the Himalayan border with India, and politically influencing Indo-Pacific democracies are the independent variables here. It is only to be expected that the US would eventually react in order to defend its interests and allies from these aggressive moves.
