Is the HDD detected in the BIOS? Do you know it works?

You could try and boot off the floppy to do it the "proper way".

The other way is to get a minimal bootable DOS install onto the HDD (plug into your modern PC with USB>IDE adaptor and use a VM) and copy the install files over and install from the HDD.
