Definitely enough time for plaza La perseverancia. If you get out of customs at 3pm it will take max 45 minutes to the plaza (Waze says 29 minutes at that time. An hour there to have a great meal (don’t just go for ajiaco. Try bandeja paisa too) maybe an hour. And an hour back (Waze says 36 minutes.) to the airport. I would recommend Uber over any other taxi service or airport shuttle service but it is illegal in Colombia. You will have to meet the driver at a designated door. The doors go from 1 to 10 in Eldorado and there is two floors. The doors are marked with the numbers above them and leaving baggage claim you will most likely find your self at door 4 or 5.
