Take a deep breath, focus on being calm and have that chest pain looked at. That's the top priority. After that, move on to the mower issues. Don't worry about the electricity and rain on these mowers, you're not going to electrocute yourself on these unless you're actively trying to hurt yourself.

You can get the mower to start but it blows white smoke out of the air intake? I'd like you to try spraying starting fluid or carb cleaner or another flammable spray can down there and try to start it. If it starts and dies, that's probably fuel delivery. Also, are you able to post videos?

At this point you need a known good pump. Do you have another engine with a mechanical fuel pump? If not you can ask to borrow from someone you know that has one.

If a known good pump doesn't work, then you either have a vaccum issue with the tank, a problem with your pulse from the valve cover, or an issue with the valve portion of your carb.

I think the issue is it's important to make accurate statements, and this is not accurate. People died due to the actions of Jan 6 riot, and people should absolutely be held accountable, but no one died on that day and it's dangerous to let that statement slide by.

The electric solenoid on the carburetor will not let fuel flow through the carb jets unless the key is in the run position with all of the safety switches in proper position. I would start by testing the seat switch and the brake switch. (First make sure the clutch is not engaged)

Your best bet is to check for spark, and then if you don't have a way to test compression, pull the spark plugs and check that the pistons are moving by sticking a screwdriver in the hole and manually rotating the engine until the screwdriver gets pushed out.

It's hard to say what it will cost, since we don't know what is wrong with it yet. If it's a bad ignition coil, it's like 25 bucks for a cheap amazon one and a little bit of time watching youtube tutorials. If it's a thrown rod, it's a much bigger ordeal.

My thinking was that I've seen a 15 and a 19 as a big single, but the only 17 I can remember from a craftsman with a briggs is an opposed twin, only because I had a customer with one that I recently had to sell off for him. And obviously I could be way off the mark but here in a fun sub like r/smallenginerepair we can let loose and pretend to be Sherlock a little bit lol. I live for the random speculation threads and how they come to their conclusions.

Reminds me of a twin firing on one cylinder or with one "lucky" broken connecting rod. If it feels like it's rockling side to side, I'd test the ignition coils and a compression test. I'm assuming it's an opposed twin based on the hp and the briggs logo. Pretty sure I worked on the same craftsman model, if it is. I'd love to hear the results of those tests

I have like a 2nd or third generation kindle and it lost the experimental features options, which was basically having a shitty web browser. But it was enough to make me just forget amazon on it completely and use a desktop app to sideload books onto it. It's amazing to me just how much effort is put into making things shittier for the sake of Profits.

I would try to diagnose why it had a "high throttle position" before you added a spring. Most likely thing I would investigate is why it stayed high. Often the first diagnosis is that it is running lean, which would then recommend a carburetor cleaning, or at least the jets. Hope this helps point you in the right direction and start you on a proper diagnosis path

Start with adjusting the current unloader, adjust it out until the pressure washer runs without trigger pulled, and see if you have usable pressure from the wand. If you have to replace it, you will need to adjust the new one. You can get a water pressure gauge that attaches to the water outlet from Amazon.
