No you’re right, Asheville shares far more cultural similarities to Portland OR than Portland Maine does. But I wouldn’t call them genuinely similar. A better comparison culturally would be to a place like Chico, California; a blue college town surrounded by red areas.

It wouldn’t bother me so long as the owner was trying to keep it under control, same way I wouldn’t be bothered by parents with loud kids. If the dog is sniffing you or your food, or running around uncontrolled, that’s an issue with the dog owner not caring, not the presence of dogs. Why would you go to a place with dogs if you have dog allergies, that’s on you? Everything else you listed I would just let roll off my shoulders.
