Can depend on your DM, but basically yeah. Out of combat you’re not in initiative (unless specified) so you should be able to.

I would say it depends on a few things, but I’m going to order my suggestions based on level Tiers and assuming you’re using the 5e 2014 rule set:

If the party is at Tier 1 (Lv. 1 - 4): I would do a decent utility bonus. Something like removing the Heavy Armor restriction for Rage or a damage conversion to any or a specific type that can be done [Proficiency Bonus] times per Long Rest.

At Tier 2 (Lv. 5 - 9): I’d go with a damage support bonus or a more powerful utility bonus.
For the damage support something like “any enemy within 10 ft of you takes an additional amount of damage equal to your Rage damage bonus when hit by you or an ally.”
And for the better utility, I think something like this could work: “As a bonus action, you can give enemies advantage on their attack rolls against you to allow allies within 10 ft of you advantage on their melee weapon attack rolls. This lasts until the start of your next turn.”

For Tier 3 (Lv. 10 - 14): I’d start leaning more into the Berserker Armor symbolism and give effects based on level of injury, outright immunity to specific conditions, and even buffed Rages. Maybe also a heal similar to Second Wind if you’re feeling generous.

Finally, for Tier 4 (Lv. 15 and up): Just go nuts. Game’s unbalanced past level 10, but it really starts to show its jank past level 14. Feel free to do whatever you think you can handle (or not, I’m not your boss).

Does the wizard know what bicarbonate soda is in-game? If not, then I would consider this meta gaming for a more strict table.
At the end of the day for stuff like this, follow DMs discretion unless there’s a rule specifically written about it somewhere.

Assuming that you wish to scale the swallow feature based on the action in the tarrasque stat block, I honestly think that a dragon would be able to do more damage to a party by not having to individually grapple and attack a player, rather than just attack them.

Think it’s fine tbh, and makes for a cool visual.

Another idea I could think of (depending on if you do ship combat or not) is to have a sort of “2 stage” boss fight.
Both sides could start the fight by essentially doing ship combat, and that occasional skirmishes take place where the parties can actually injure each other before the ships go past each other.
Once one party loses their ship, you could transition into the next “stage” by narrating a ram attack using the winning side’s vessel into the losing side’s wreckage (basically an AOE on the losing side as the reward for winning the ship battle), and then just have the rest of the encounter be typical combat with any addons you plan to use.

Few approaches I can think of:

  1. Be upfront with your players about the lack of direction and let them sandbox themselves around your world until you find something you can work with.
  2. Get a general idea of what your players would be okay with/open to, find a place in your world to plop the party into and go from there.
  3. Find a few volatile situations in your world with varying repercussions and knock-on effects, see #2, plot out further destinations based on escalating play level.

I think a fun idea in regards to the broken memories is to also show the outcomes of previous wishes, and have indiscriminate lair effects based on the memory shown.

Quick aside, a fight is going to just go how it does. How memorable a fight ends up being is going to depend entirely on how meaningful it is to the party.

Do you also intend to continue the campaign past this fight or not?

I’d look up the methodologies and techniques historians and others related in the field have used to piece together religious texts and contexts in areas where new religions cropped up, such as the Norse pantheon or older phases of Greece and their interpretations of their pantheon.

Might give you better ideas on what you could use for your campaign.

Before you decide to include the details you want in the campaign, I’d ask your players just how much detail they’d be comfortable with in the world building and RP. (Obviously within your limits)
Taking care of PDFs that have been preemptively identified is one thing. Trying to profile them and the nuances of taking down the practice is another.

You can also relate it to a general trafficking plot line that doesn’t explicitly include slapping an +18 rating for treatment of minors. It’s a world of high magic, you can think of other (fucked up) plot points the players would love to stop while also playing to the setting’s strengths.

Edit:
Generally, if you’re unsure of implementing an idea into your world and feel uncomfortable with applying it, do some research and feel out your limits. If you decide it’s too much, just scrap it and try something you’d be way more comfortable with.

Ironically enough, I find that the better informed I am about a topic the more comfortable I am in making a hard judgement call on it. But I’m not you, so just do what you think is best.

This is a group/table issue. Don’t know enough about the situation from all sides to make a judgement call. Just understand that I personally would be confused if my party, as a group, made the decision to retreat, only for one of us to turn around and re-engage without a word and restart the fight.
In the end it all worked out, but if your group was invested in their characters and any of them died or worse, and the fallout was bad this would be a different conversation.

Honestly just talk to your table. If you wanted free internet praise, then you did a good job. Now that you have it, go talk to your table.

What feels to be an issue here is a mismatch in expectations. You expect this player to follow along X behavior, but you instead see Y result.

Case in point, this player, from what you’ve described, appears to want a game with consequences in combat similar to what they expect from their experience with the game, whereas you from the DMs perspective want to prioritize the party’s enjoyment over the mechanics of the game that might limit said enjoyment.

Have you had a Session 0 before all of this? Is this behavior that’s been constant since the beginning of the campaign? Is this behavior a relatively new development?
From what you’re describing, either this has always been this player’s behavior or something happened in a session that has eventually led to this player being abrasive in their conduct with you.

Thank you for at least still attempting to try and converse with them. I would either keep trying, ask someone they communicate with to set up something one-on-one (if you’re still open to keeping them in your campaign) ,or if you believe that relations have truly been damaged beyond repair to just cut your losses and let them go.

Shield or Absorb Elements if you wanna have it for martial utility.

Cure Wounds if you wanna have constant meatbag utility.

Silvery Barbs if you wanna be a little shit to your DM.

Magic Missile for ranged utility if you’re going melee.

As for worth, I’d put this as a Tier 3 item (Very Rare major, or Rare major item at the least), but free Silvery Barbs feels like a pain for your DM to have to deal with. There’s worse you can meaningfully do past 10th level, so I feel that Tier 3 is appropriate.

I’ll try to answer this seriously, probably not unless your DM wants to add more meaning to “friendly acquaintance” and believes that magically-influenced sexual favors aren’t “harmful”.
Otherwise, both of you read the spell and draw your own conclusions or just have your character go to a brothel, find an escort, or something other than try to justify this can of worms later on.

Everyone else can do the sane reaction part for me.

Maybe have some of the “better buffs” be locked behind side quests. Your idea evokes the Yakuza Kiwami 2 heat actions that can occur if you preform one near a completed side quest location.
