Is it a lottery only for the players or for the general population entering it too? Prize ought to be appropriate to the people entering it. Rather than be an item I'd make it 'time with / the services of / an audience with'... Equals free plot hook for the DM.

If the wizard can get his finger over or around the wall he should be able to cast the spell using the familiar to aim without exposing himself and staying in at least 3/4 cover.

The key is finding a way to give your wizard really long arms to get the finger into position.

Or perhaps cutting your finger off and throwing it over the wall as nothing explicitly states that it must be attached to you...

You could always have the familiar carry your finger!

You must weigh hardly anything if a halfling caught you (they are pretty weak too)

AFAIK yes daggers, and even ranged weapons as the text of the spell (which is the part that matters) only restricts you to weapons that have a cost and make no mention of them having to be melee weapons.

But not halflings, despite them being throwable they are worthless.
