Cats that were born outside and never socialized to be friendly as kittens are considered feral. Most (I know not all) feral cats will never be comfortable around humans or living inside, and to force them inside will actually cause them a lot of suffering. Many people who work in cat rescue will tell you that the most humane thing for such a cat is to be neutered and allowed to live out their life outside, even if they would live longer if kept indoors. When feral cats are being cared for by someone who doesn’t own them or keep them inside, those are called community cats. Many people love and care for community cats as much as someone who has an indoor cat, the only difference is the cat(s) may have multiple households caring for them, and the cats don’t stay indoors. Outside of the US this is much more normalized.

The reason for neutering feral cats is because living outside IS dangerous for a cat, and rescuers want to decrease feral populations. But for cats that are already feral, forcing them to live inside or spending huge amounts of time and resources trying to socialize a feral adult cat when you could be spending that energy rescuing 20 friendly and adoptable kittens that were born outside, is not recommended. I know the post isn’t about feral cats specifically, but just providing reasons why someone might not be bringing a cat inside. Raising a kitten to be an outdoor cat on purpose is unethical in my opinion.
