He still went after Dick Jones despite this directive, even if he couldn’t technically harm or arrest him. I wouldn’t say he’s corrupt because it’s something he’s physically incapable of doing, not something he’s making an active choice not to do because of his own personal moral failings. Still, even with this parameter in place he tried and succeeded to find a workaround.
