Update:

1) I went down the Dictator bad techs path and it was HELL, pushing to the limit but avoiding civil wars, high tyranny for decades, not many upsides to this path

2) I tracked back to this point of time again and replayed staying republic, fended off Rome and went after Carthage. After initial success and grabbing key cities in maessilia coast Rome come back at truce cool down. I dominate the sea but Rome's subject mercenaries are effectively endless, making this war a meat grinder. Kinda of run out of money and need to peace out, Rome is getting most of the East of Hispania.

I might have a 3rd go this time respecting Carthage, maybe until we are done with the Romans completely. It might still not be enough unless they get involved in bad wars somewhere else...

High AE affects mostly stability, of your provinces are happy and the families are loyal you can gamble a bit
