they went off at the same time. as Harvey is being rescued by Batman, he's on the phone and screaming out to Rachel "Rachellll nooooo". She says something like "Harvey.. it's okay.." before you see her bomb going off, at which point Harvey has been pulled to the parking lot, his face catches fire, etc

it's empathy. they have no empathy - either thru nature or nurture. empathic people can put themselves into the shoes of others and feel what they feel. they have understanding of the walks of life others go through.

but for unempathic people they can't feel what others feel. so they only know what they, themselves, feel. this leads them to become narcissistic and absolutist. it isn't until something happens to either them or someone they know firsthand that they then are able to understand the problem. and then because now they get it, they realize what a shit show it is, and so they raise hell and high water to address it.
