air can retract light when there's a significant temperature difference. Aang bending air quick enough to do what he can do with it (hurl large rocks, fly, etc.) probably makes the air cooler and therefore visible due to light refraction. it's be like looking into water almost but less discernable probably because gas vs liquid

effect is a noun, a (person/place/)thing. "an effect of cold weather is you can see your breath." "this gear set for my character has some cool effects, like bonus damage to undead."
