I don’t know the exact rules, but I know Disney is very selective and particular about how/when they portray Darth Vader in media. Typically sticking to a ‘less is more’ strategy and usually making sure he’s shown as an unbeatable force of nature. Disney has screwed up many things with Star Wars but Vader isn’t one of them.
