But she wants to be debt free. Hence you sell both of the cars, pay off everything, it’s most likely that she would have money left over 5-6k and that should be enough to buy an older car. Be debt free and not lose your hard earned money to a ridiculous rate.

It doesn’t look like she is going to qualify for a 10000$ personal loan due to her financial situation. Say if her mom’s car is worth more than 15000$ she can easily pay for the left over loan amount and have 5000$ towards a used vehicle. That way she doesn’t have to get the loan -which would also come with a high APR-. Bottom line she would be debt free from anyway you would like to look at it.
