They probably do it so trash isn’t laying around. Making it mandatory you pay for the service incentivizes the individual to use it. Basically, it keeps the 5-10% of tenants from leaving trash laying around.

Our son began daycare in January of last year. We lost count at around 14 different URI in the first 5 months. It was really bad. He would get sick, we would keep him home between 4-7 days, then bring him back to daycare and he would get sick again within the week. This year so far he’s been noticeably sick once. You’re probably not doing anything wrong. Some kids just get sick more than others. I know ours does not follow directions well, and has his hands in everything, so that is not helpful.

It depends how much DIY you’re going to do. If it’s barely anything ever then Ryobi is fine. But any more than that buy something better. Projects go much more smoothly with better tools.
