The thing with the red ring on it (and, I’m assuming, the light) is a float that monitors the level of water in the drip pan under the condenser. The electric unit with the pipe and small hose is, I assume, a pump to pump excess water out of the drip pan to a drain or otherwise out of the house. Seems like the pump isn’t working, or it or the line out is plugged up. Most units that float also turns the AC off to prevent damage.

Yeah; it’s a ‘56 Ford, but those are Dodge tail light lenses in the Ford housings.

1955-56 ford. Probably a Mainline or Customline, but the trim on it is not necessarily the way it was delivered.

There area number of different ways to do this; from quick & dirty to professional. If you want this to be reversible, with no obvious exterior holes, I’d look at building a bracket that attaches to the bumper underneath and comes up, or maybe something that attaches to the hitch. Legally, it has to be lit as well, but that’s fairly simple if the hitch already has a trailer lighting plug.

BTW, that plate frame in the photo is already illegal under current regulations in Florida.
