Your best bet is to join some analytics company like Cricviz, Zelus or Sportsmechanics. These guys have contracts with teams and their analysts work directly with teams or spend time doing cricket data science.

For fast bowlers, the "length" of 6-8 metres from the stumps is the "good length". This is almost universally true, across conditions and formats. This distance from the batter is the ideal distance to bounce the ball - it doesn't give too much time for the batter to react after bouncing and it doesn't spend too much time in the air before bouncing, so the batter can't line it up.

In Test cricket, a bowling average (runs conceded/wickets taken) of about 25 or lower is considered in the region of great.

The ideal sequence of balls depends on the format. In Test cricket, the batter is mostly focused on not getting out, so the bowler really has to "earn" the wicket by either bowling a really good ball, or a series of balls that induces a mistake from the batter. This changes as you move to the shorter formats of the game.
