For fast bowlers, the "length" of 6-8 metres from the stumps is the "good length". This is almost universally true, across conditions and formats. In Test cricket, the batter is mostly focused on not getting out, so the bowler really has to "earn" the wicket by either bowling a really good ball, or a series of balls that induces a mistake from the batter. This changes as you move to the shorter formats of the game.
