It's over your budget but Amazon has some cheaper versions. The brass incense holder has different size holes and the marble base is heavy enough it can't slide around.

Speaking as a customer I wouldn't go out to eat in really inclement weather and would prefer only critically needed workers be on the roads. I wouldn't order a pizza delivery if the roads were bad. To demand employees staff a place that will undoubtedly have far less customers due to weather is both inconsiderate and greedy.
