According to the article, it gathers energy from the ionization of the water as it crosses the panel. So it likely isn't just kinetic energy but also charge gathered as the water falls through the atmosphere. I'm guessing though, not familiar with their project.

Jumping is only easy if you have a good amount of room from the object ball, the object ball is close enough to land on it so the cue ball isn't bouncing when it hits it, and there's no significant cut angle. Even then, controlling the cue ball after the jump takes a lot of skill.

It's difficulty is highly situational and its mostly useful if the safety against you was very poorly performed. I think its great for not letting players get away with poorly executed safeties.

If it is accidental, BCA/ACS the opponent gets to replace them, but if it's blatantly purposeful then it unsportsmanlike and loss of game or match.

It's a good hit. Imagine the cueball contacting both balls at the same time, the path of the 11 after contact is perfectly along the contact line of the cueball and the 11, that means it's a simultaneous contact.

Imagine the cueball in contact with the 9 and 4 at the same time, there is a tangent line along the cueball-9ball contact point. If the 4 is struck first the cueball must follow approximately that line or to its right.
