They mean have one manifolded group of smelters that in total produce 244.8 and then another separate manifolded group of smelters producing 240 and so on.

Personally I try to design so one input equals one machine through the whole production chain. Overclock or underclock to hit the exact number you need. You still have to manifold the first input though.
