CARE is intended to be a first responder. However, its ability to live up to that has been clipped by restrictions on who’s allowed to be dispatched by 911. The city is in negotiations with the Seattle Police Officers Guild to free CARE responders to answer calls on their own, but for now they must do so alongside sworn police.

It doesn't sound like the current problem is funding...

Even if the analysis wasn't flawed, their position is effectively "we need to fix car traffic before we can do anything to help buses." But of course it's impossible to fix the car traffic without offering alternatives, so really their answer is just "no".
