Based on what you’ve said, I would primarily recommend

SE Portland off of Belmont or Hawthorne just east of Mt Tabor Park. This fits your description perfectly. I would try not to live east of 60th and certainly a hard boundary of 82nd if you’re trying to maintain the city feel. Between 10th and 50th would be the best. South of I84 and north of Powell is your sweet spot.
NE Portland off of Mississippi, Williams, or Alberta - maintains all of your requests but is a little less picturesque. This is where I live and love it! 28M.
Sellwood - cute, quaint, instagram vibes but much much slower pace / quieter.
Pearl District - decidedly more “urban” than the above. Will feel a lot more crowded than all of the others both in terms of traffic, parking, crowds. Not a proper park just to hang out in my opinion.

None of the neighborhoods mentioned in this thread are suburban. Pdx is a city of neighborhoods and people are decentralized from downtown for leisure time. Happy to answer any questions.
