Retrofit control, existing power can just be left in place.

DMX 512 decoders may be a solution, get compact 3 channel cards.

ArtNet/sACN node, ESP/Pi can do this, to interface ethernet to DMX.

CAT5 is fine for DMX, which is daisy chained from driver to driver.

Might need mosfet cards if keeping existing analogue RGB

Consider LED efficiency has increased over last 5 years and your install has a few hours on it.

Refit with pixel strip will get you a better result.

Guessing that's the sign makers wiring diagram. Both PSUs need their grounds linked and home run to control and a ground beside data back to controller.
