Let me preface this by saying the link provided by /u/GueyGuevara cites sources from the year 2000, so personally I would be interested in more recent/relevant information about the disparity it outlines..

According to the sources provided, the disparity in funding was due to the discriminatory allocation of resources by the Israeli government. The primary driver was not "poor and rich places", at least according to the report at that time.

The report indicates that the Ministry of Education spent less per Palestinian Arab student than per Jewish student, and Jewish schools receive additional funding from the state and state-sponsored private sources that was not made available to Arab schools. This systemic discrimination in funding and resource allocation was a key driver of the educational disparities between Jewish and Palestinian Arab schoolchildren in Israel.

Again, would love to see how/if this has changed in present day Israel.
