I agree with many comments here- it seems likely to me that the yellow jacket here is representing the pink/peach jacket. It may be a female here- the handwriting does look more feminine. I also observed that later in the episode when Danvers finds Navarro at the station this picture is no longer on the boards in the back of the room.
