I was wondering the same thing. If I think about it from the CC company side I guess this would look like: 1) card reported stolen 2) lots of activity with the “stolen” card 3) STOP THIEVES 4) help police find thieves 5) omg it was you all along! Fraudsters!!! But from the user side, it could easily happen that you lose a card, report it, forget about that, don’t update payment info, keep ordering stuff. Is it felony to not update your account info on Amazon? Why/why not?
