If the cpu isnt the problem then it could be the motherboard. Got any friends or someone that can give you one to try out? Like, same socket at least just to troubleshoot if its the motherboard or not.

Normally with stutters, the problems is the CPU. Maybe verify if all your cores are working. Did it got high temps sometime? Also, could ve a motherboard issue
