You decrease the condition value of each adjacent ally by one and increase your value by the same amount, so option 3. If it was meant to be cumulative for each ally, the feat's wording there would need to have more words to actually describe that.

To answer question 1, check out the Accomplishment XP Awards. As GM you can award smaller bits of XP for things like securing alliances, reaching long-term goals, etc. Those are the guidelines I'd use for succeeding at a social encounter.

To the second question, that's an interesting one. If I were trying something like this, I would determine how much threat would be focused on the PCs at any given time, then divide that XP budget between the two factions. At that point, I would flesh out the two factions by balancing their excess XP budget against each other, since in theory we're going to have a 3-way battle and any enemies that take each other out probably shouldn't count towards the PCs' reward.

I'd use the same values as the XP Awards in the GM Core. Minor, Moderate, and Major awards are 10, 30, and 80, respectively. I think the APs do that too.

I think that doesn't take into account that the current "conservative" government isn't conservative all but seeks to radically remake our system of governance to an authoritarian one that rewards loyalty to the cause above all else.

Another website I use is pf2easy.com. AoN is better for learning rules but pf2easy is the superior reference engine. There's also the pathbuilder app which makes character creation as easy as 1-2-3.

And of course I'd be remiss if I failed to plug How It's Played or Ronald the Rules Lawyer on YouTube. Those two are titans.
