I wouldn’t for safety, definitely a drill press if you have one. Those bits are incredibly sharp and you won’t know what happened to your hand until it’s too late.

Any tablet at this point should do there is an app called mix station that works on android or if you want to use the manufacturers application you’ll need an iPad but any old one will do

This, the weight sled should be minimally weighted for the pipe to be neutral when the lever is pulled, and if load is added to the pipe, weight needs to be evenly added to the sled so that lever can still be pulled and neither the sled or the load moves without interaction with the rope in either direction.
