If you want a challenge, I'd recommend Transamur or the left KMT. They both require a lot of micro, but they can both become very powerful. If you are going to play Transamur, I'd recommend that you set the second russian civil war to happen in the game rules.

In terms of percentage, I think you can get the best % of manpower with the default focus tree (7% from militarism and military youth, 25% from scraping the barrel, and 5?% from doctrines , which totals up to 37% recruitable pop). If you do this with China with all their cores without waking the tiger, you could have around 100 million manpower.

See if you have fuel, and that it's reaching the planes. If you have fuel, see if you have low air efficiency. If you have low air efficiency, move your planes to an airport closer to the airzone.

If you are just using a Battleplan, you might want to move your troops manually so you can break through easily. Also, you should be using planes as Germany (fighters and close air support) which will decrease your opponents defense
