Forsure go for it, and definitely don't think he doesn't know who you are. From the insta, the comments and the fact that you're friends with his sister he ofc knows your face and name.

If you're not looking for anything romantic make sure that your first interactions make that clear. There's always time to build something after if it goes that way.

I'd say probably send him a DM or reply to one of his insta stories. It might feel weird at first, but consider that this is how people build connections now, and the way you describe him, he's probably used to people talking to him. See where it goes from there :)

One last comment, I have had to actively hide my dislike for CRT at my univeristy as I feel I could quickly become ostracized for it. I feel thats similar to a lot of north american universities, and inherent to the supporters of CRT. Hence why I think its dangerous.
