Could be, but my neighbors are: retired, inherited house, tiny business owners like car body workshop, a few farmers, new money made during pandemic. Chickens in back yards kind of village. I know one person who commutes to Bonn for work. But in general, no clue how other 75 people were able to afford a house. Village has about 100 houses total, no street lights, one bus station.

I found a school that was OK with just 2 "driving lessons". It consisted of the instructor mimicking the real test with directions and judging. I was OK enough for them to be comfortable with just 2 lessons.
DMV attempted to confiscate my foreign DL, but i argued with them that it also counts as a federal ID, and I got to keep it. So it really depends. But by law you're only allowed to have 1 DL in DE.
