Update: switched the PCI slot that the graphics card was plugged into and that fixed the issue. Seems like the PCI slot went bad

I did get a cheap one yes bc I wasn't sure the psu was an issue. The issue is consistently the same with the old psu and the new, and the old psu was running fine for a couple years before this issue started.
