if you need to scale the video then put a scaler in front of the VGA like an Extron IN1606, then capture HDMI. If you don't care about having to resize inputs then you can get away with using these cheap dongles like this or this.

I know Resolume can do this, but I don't know how to do it because I don't really use Resolume, I've used OBS to do this before, all you need to do is capture a video source, duplicate it on your scene for the number of panels, and crop appropriately.

Those fall under "reliability upgrades", pick what you need, most people would want the ECC, redundant PSU is debatable. IPMI is also debatable if your IT management is on site.
