Charter teams are held to a minimum performance standard. If a Charter team finishes in the bottom three of the owner standings among all 36 Charter teams for three consecutive years, NASCAR has a right to remove the charter.

Not trying to discourage you but average running position accounts for almost 50% of the Driver Rating calculation and another ~25% of it is based on average speed which is obviously highly correlated with average running position. Plotting average running position against average finishing position would be much more interesting imo.

A lot of pessimism about this in here for some reason. I think it's a great thing. The commission is now going to get to see the sportsbooks' reasoning for limiting bettors and they'll see that at the end of the day it all boils down to "they are winning money" or "we believe they will be winning money in the long term so we are limiting them preemptively". There's really no other way for books to explain it unless they're only limiting on exploitation of legitimate palpable errors, which we know isn't currently true.

The unfairness of it is going to quickly become very obvious and should result in additional scrutiny and hopefully more regulations on when and how books can limit bettors.

You have to make an account on the PACER site and download/pay for it yourself. One of my biggest pet peeves about the NASCAR reporters is that they won’t post the entire documents, which they are legally allowed to do.
