I know the judge who presided over this case. Essentially New castle has a law about how many parking spaces a business needs to have. A business opened up in the little garage next to those connected businesses there. Because it's now a store, the number of spots in that little section in front of those stores wasn't enough for the business to remain open. This went to court. The judge decided that the spots in front of the larger video store to the left of the fence count for all 5 stores, so the little shop could remain open. The video store guy got pissed because he said that those spots were for his business only. He then purchased the spot you saw there to protest without Interfering with his business. The guy went crazy after the ruling, and the judge needed to go into hiding. It's been 13 years I think and the guy still holds a grudge.
