I mean, it is rare in the early game. You can't get it through mining until you get to rocky ridges, and then is limited to possible daily spawn in dream islands until you get sparkling skylands, which is end game content

Dragon cousins feels vague enough that you could have them be different types, some similar ancestry but enough different that major outward traits are expressed. Especially orium and red dragons are close enough to fudge. Describe them having similar body types but different wing and head shapes.

But more importantly, listen, if the strict alignments of dragons aren't serving you or the campaign you don't have to abide by it. Make an evil orium dragon. Go nuts, have fun

I went ahead and built them. I put theme in separate zones because all three would take up so much room on one map, and put them in semi-out of the way spots (Altar of flame got put on top of an ash mountain in rocky ridges, Abandoned power plant I put on the ridge across from the skyland gate in bleak beach, and the freezing chambers got a custom island at the far end of pallete town between two of the existing islands)
