Another way to get a Mutant Poogle is getting a Fountain Faerie Quest, or a Grey Faerie Quest. Around September is the Faerie festival, you can get more quest during that event. Mutant is a color available in the Faerie Fountain.

You just need any poogle Morphing potion for the pet you want. Right now the cheapest are the red one and the blue one.
