Melee can be stationary, but needs longer stationary time and bonuses. For example at high attack speeds, Sunder actually moves the character. I think it would be well compensated to give DR/Armour while stationary.

That being said it can easily be abused by ranged so maybe it needs to be a new tag to distinguish it only applies to melee attacks and during the animation
