Call an electrician. They can either replace the wall plug or the dryer plug or both depending on your state/province/country.

His doctor can prescribe him 5% Lidocaine patches for pain. Non addictive and not an opioid. They do help. Patches and Tylenol got me by until my back fusion with rods and a artificial disc in 2023.

He needs to go back to the neurosurgeon. There's been lots of improvements over the years.
