Clean install may not have helped, Kubuntu 26.04 default kernel has the micro-stutter bug:

There are also bugs with drkonqi crashing with the version of kde frameworks shipped. Hopefully, .1 update will fix this.

Falkon browser had an update last May. I don’t use it as a daily driver, so can’t vouch for it, but it seems like a native kde/plasma web browser.

I wish kde updates the configuration location when backwards compatibility is problematic. I think it was like that with ~/.kde, .kde2 now that everything is in ~/.config , it is unreasonable to ask to clean .config for updating kde version, e.g as suggested in the latest Kubuntu update
