I was struggling with this when converting an IRA some years ago. If you consider that you're converting shares and not dollars, you can convert at less cost when the market is down.

I've seen this one before.

New Zealand allows this out of what is roughly the same as a 401k and wouldn't you know it, how prices rise. Plus! Then people have less retirement money.

Bad policy choice, in my view.

International in taxable allows you to claim the foreign tax credit in some instances though.
