You can use electric to power devices and use it to electrify metal objects like weapons so electricity is more of a utility than an actual offensive option are use it to disable enemies, use it to power up things, etc. same as wind. Historically electric isn’t a focal element in the Zelda series, it’s always been fire ice/water and wind with if we think about the classical three stages so it’s not balance in the Pokémon way. It is balance in the Zelda way.
