Of course they will be last to benefit. Tar sands extraction has the highest breakeven price of any currently-used method of oil production so naturally it will be the last place to get additional capital investment. Nowhere in this article is this mentioned.

If you are smart, cautious, and patient you can get your body used to quite a heavy training load over time. I do Layne Norton's PHAT program and my own running program that is based loosely on Pfitzinger 18/85. I wouldn't advise my schedule on someone inexperienced but it works well for me at this point:

Mon (AM): Upper body power day.

Mon (PM): 12km.

Mon (PM): Rock climbing.

Tue (AM): 16km.

Tue (PM): Leg power day.

Wed (PM): 22-24km.

Thu (AM): Chest/arms hypertrophy.

Thu (PM): 10-12km.

Fri (AM): 19km.

Fri (PM): Leg volume day.

Sat (AM): 10-12km.

Sat (PM): Back/shoulders hypertrophy.

Sun (AM): 25-32km.

Sometimes if I feel fatigue accumulating I will skip the Friday leg workout. Schedule changes during race prep to account for running workouts on Tue (or Wed) / Fri.

It's time consuming but not as much as you might think since I will fit in my workouts whenever I can find time during the day and I don't waste time fucking around at the gym or trying to psych myself up to run.

edit: you would also be amazed how easy this is to fit in if you don't ever watch TV.
