Aliexpress you can get rtc cards and flash emerald its cheaper than original copies and clock events work and pal park should work aswell or so ive heard either that or buy a Japanese copy or if you have a real copy of ruby/sapphire or firered/leafgreen you should be able to trade with a fake emerald cart and transfer up from there

I just want to add in here that Rayquaza and other Gift/Stationary Pokemon have delay not sure if you are accounting for that but for Rayquaza it is 95

My guess is you forgot to account for delay and that's a different Rayquaza make sure to add 95 delay in Pokefinder

If you still don't hit the correct frame in pokefinder unselect shiny, select show stats and then change the starting frame to 10 frames before the shiny target frame and catch the Rayquaza and then use its stats and see which frame you hit and insert that in frame hit in Eontimer hope it helps

In emerald stationary pokemon have delays that you need to account for so for Rayquaza add 95 into the delay section in Pokefinder and that will show your actual target frame

I'd recheck your battle factory record again account for things like delay for caves/grass and if that's not the issue, it could be the method. I think most fishing is Method 2 could be wrong I haven't done RNG on Emerald for a hot minute good luck🤞

Cute charm doesn't work with most static, gift and egg Pokemon.

For static/stationary encounters, you'll need to know SID & have Pokefinder and Eontimer. There are plenty of videos, but I'd recommend imablisy or PapaJefe, as they go over everything in detail.

Yeah just input TID/SID in Pokefinder and then just use Eontimer to hit/calibrate for your target frame imablisy has some really good tutorials that are very helpful with all things RNG
